Stacey Cerniuk, developed an innovative method for finding independent contractors to work on projects - and for sourcing business referrals. It's called the Annex Referral Program. But Mr. Cerniuk, the founder and chief executive of the Annex Consulting Group, a Vancouver-based recruitment and business services consulting firm, could just as easily have called it "I win, you win."
